Solar engineering at planetary scale is too risky to be governed by the existing international system. Such speculative technologies can undermine commitments on decarbonization made by governments, businesses, and other actors. An international non-use agreement on solar engineering is necessary to ensure rapid and just transition to a net-zero future.
