This is an approach that is politically, socially, and probably also technically impossible to make work without causing an extraordinary range of unintended consequences. Moreover, it is extremely risky to start down this path because it creates technologies and activities that cannot be put back in the box later. It is engineering hubris of the highest order, with the whole world as a plaything.
